A meeting on the development of artificial intelligence was held under the chairmanship of Kassym-Jomart Tokayev.
The meeting was attended by Prime Minister Olzhas Bektenov, Head of the Presidential Administration Aibek Dadebay, members of the Government and heads of central government bodies.
In his speech, the President noted that the world is now undergoing significant technological changes associated with the rapid development of artificial intelligence (AI).
– This technology directly affects the development of every country in the world; without it, it is now impossible to withstand global competition. In a word, advanced technologies have become a guarantee of national independence and a driving force of economic growth. We have made some progress in artificial intelligence, but we cannot afford to relax. We must work actively in this strategic area. I consider this work one of the most important priorities. According to a forecast by the UN Conference on Trade and Development (UNCTAD), the artificial intelligence market could reach 4.8 trillion dollars by 2033. And its share of the global technology industry will grow from 7 to 29 percent. This is unprecedented growth. Artificial intelligence opens up broad opportunities for development, – the Head of State said.
According to him, global competition in this area is intensifying.
– In July 2025, the Administration of President Donald Trump presented America’s AI Action Plan, a strategy that recognizes AI as the most important instrument of US technological, economic and defense leadership. Our specialists should carefully study this and other similar documents and draw practical conclusions. For its part, the People’s Republic of China has initiated the creation of a Global AI Cooperation Organization. The goal is to promote a multilateral approach to AI governance, narrow the digital divide, develop ethics and ensure the sustainable use of AI. I believe China’s proposal to create such an organization should be supported, and we should take part in the preparatory activities. This is in our country’s interests. Kazakhstan’s main goal is to become a digital hub in Eurasia. To achieve this, we need to move on to concrete action. It is important to approach every issue systematically, make balanced decisions and strictly monitor their implementation. I have already spoken about accelerating the creation of a unified national digital ecosystem. I instructed that the necessary infrastructure be prepared, a legislative framework and a data collection system be developed, and work on the introduction of artificial intelligence be started. However, progress in carrying out these instructions is unsatisfactory, – said Kassym-Jomart Tokayev.
The Head of State believes that artificial intelligence should become the driving force behind the development of all industries. In his view, AI is the foundation of our country’s innovative development and digital independence.
– Within the next five years, Kazakhstan must become a digital state. This is a clear and unchanging goal. We should become a country that makes full use of the potential of artificial intelligence. To achieve this high goal, we need to clearly define our strategic course. We need a comprehensive program that ensures the integrity and continuity of our efforts amid global technological competition and the dynamic development of AI. The Government, together with the Agency for Strategic Planning and Reforms, is to develop a systemic document on the development of artificial intelligence and the digital transformation of the country. International companies and reputable experts should be involved in this work. The document must be absolutely pragmatic and clear, and serve as a guide for our further work. The document must contain a set of concrete measures covering all aspects of the development and application of artificial intelligence. It must be clear and understandable in terms of introducing this technology into the economy and the public sector. Its task is to help increase the country’s competitiveness and create new industries. It is also important to focus on managing the transformation of the labor market – through large-scale training programs and forecasting of workforce needs, – the President emphasized.
Kassym-Jomart Tokayev outlined nine priority areas that should become the foundation of the state’s digital policy.
– First. We need to start introducing artificial intelligence into the real sector of the economy. The task is not easy, but it is vital, because it will contribute to the total modernization of the economy and the growth of labor productivity. To do this, we should build cooperation with our largest enterprises. By the end of the year, the Government, together with Samruk-Kazyna, must present specific examples of AI being introduced into production processes, demonstrating the economic effect, – the Head of State said.
